For working on or near the rail infrastructure of the tramway in the Utrecht region, the procedures in the document “Regulation Maintenance Railway (KWT)” apply. The KWT describes the safety rules to ensure that maintenance personnel does not get injured through collision with railway vehicles or electrocution.
The KWT includes all applicable rules on the transport network in the Utrecht region extracted from the national regulation “Safety at Work (NVW)” and the “Rules Safety at Work – Tram (VVW-Tram)”. The NVW and VVW-Tram Regulations are controlled by the association railAlert. The translation of the regulations for the Utrecht region is managed by Provincie Utrecht (PU), department Regiotram Utrecht.

In practice this means that application of the KWT in the Utrecht region would satisfy meeting the requirements of the national regulations.

Safety measures to prevent getting hit by road vehicles are described in the handbook “Marking road work 96B” by CROW, and are not included in the KWT.
